Important Note
VPN services like ExitLag will stabilize your ping, but won't necessarily reduce it. They're most effective for routing issues or when playing on servers in different regions.

Note: Remember to check your monitor's refresh rate. Many 144Hz monitors are set to 60Hz by default. On Windows, go to System → Display → Advanced display to adjust this setting.
